Just switch.
If you want to induce budding, that's the way it's done.
It will not hurt the plant.
that's the beauty of indoor growing - you get to decide when you want it to flower!

They will all start to flower regardless what stage of vegging they're in.
You are correct in that it is wise to give them some vegging time (4 weeks of veg is pretty average) as your yield/quality will be better than if you force bloom an immature plant but flower they will whenever you flip.
yes, veg for as long as you like. the length is dictated by strain and your preference for size. then switch. but it doesn't have to be done slowly. all it will do it induce flowering.
