Which is safest to receive in the Midwest US for seeds orders? Don’t you have to actually go to the post office with registered express to receive?? Thanks maybe I’m parinoud but have not done this before.

I don't think you have to sign for it like Certified Mail, but they may make you pick up at the PO if they feel your mailbox is "isn't secure" (as in non locking old fashioned mail box), as they send a receipt to sender that it was delivered and when it was, but signature confirmation cost is extra and same as Certified I think. That just based on my past experience, as searching their site didn't give me specific answer (or one I could find).
