Thats a good question, i would hope 1. here in SA 1 adult person is allowed 4 flowering females.
I would say that it is one plant with two sets of roots.
Cut it about half way between the two root balls and then there are 2 plants.
I bet this takes all the effort out LST training... How's she coming along?

She was just a proof of concept, my grow box wasn't ready for another batch.

While legally being only one plant.
You could cover an archway or something if you're willing to veg long enough.
Imagine just transplanting the one end and leaving the other one dangling in a tiny pot lol.

I did this i can't find the pics think they was on a phone that got destroyed
Was cutting clones and had a piece of branch that was about 10 inches long and just for kicks i put a rapid rooter on both end to se which one would root and both of them rooted
Wasn't long enough to go in separate containers so I put it in a 6 inch net pot in dwc and roots grew out both sides of it like pigtails
Had it in a shallow tote was 7 gallons but not tall enough i don't think
It never grew in a u shape but had 4 shoots coming off the main stem the main stem never grew very much just fattened up
I got 4 cut and dried off it which is average for the strain
Now I wanna try one long enough to be in 2 containers
