Gov. Brian Sandoval is proposing a 10 percent excise tax on retail marijuana sales once the recreational industry gets moving in Nevada.

Sandoval made the announcement during his State of the State address on Tuesday in Carson City. The proposed tax would raise $69 million, which would largely benefit public schools in Nevada under the governor's proposed budget.

Nevadans voted to legalize marijuana in November by passing Question 2, which laid out a system for home use of marijuana. Included in the ballot initiative were funds to the state from licensing and fees as well as a 15 percent tax on wholesale marijuana sales.

Regulations for the recreational marijuana program still need to be drafted and passed and will likely come in the middle of the year after the Nevada Legislature gets to work next month.

"Additionally, I will ask regulators to limit the sale of marijuana products and packaging that appeal to children or may be mistaken for candy," he said during his speech. "Let's work together to make sure Nevada's market for legal marijuana is restricted, responsible and respected."

While deciding to try and increase taxes on marijuana, Sandoval said he wanted to combat a drug problem plaguing the state: opioid abuse. He proposed a bill that would expand training for medical professionals.

"While we have made progress, prescription drug abuse is tearing at the fabric of our families and communities," he said.
