Skyline Mall In Merrimack Approved For Medical Marijuana Dispensary

Town planners unanimously approved the new site of a medical marijuana dispensary at the Skyline Mall this week.

Although Prime Alternative Treatment Centers of New Hampshire was originally planning to operate from the former Digital Credit Union building at 105 Daniel Webster Highway, the planning board approved a different location at 380 Daniel Webster Highway on Tuesday.

Brett Sicklick, CEO of Prime ATC, said the rental price at the bank site was steep, and the condition of the building was not adequate for their needs.

"Unfortunately, the landlord, or the owner of the building, was not willing to bring it up to good working condition," Sicklick told the planning board.

Sicklick withdrew the prior application, which had already been approved by town planners last month, and sought a new conditional use permit for the Skyline Mall, a multi-tenant plaza.

"I have to tell you, I definitely liked your old site better," said Robert Best, chairman of the planning board. Since there are other tenants at the Skyline Mall, traffic and security issues must be considered, according to Best.

Despite his reservations, the planning board unanimously approved the conditional use permit for the new therapeutic cannabis dispensary. On Thursday, Merrimack Police Chief Mark Doyle visited one of Prime ATC's facilities in Connecticut to learn more about dispensary sites and their existing security process.

John Begin, chief security officer for Prime ATC, said the new location at Skyline Mall will include a bullet resistant transaction window and reinforced entry wall. A detailed security plan and alarm system will be tested prior to the facility opening, which is required by state regulations, he said.

Alastair Millns, a planning board member, said one of the Skyline Mall units was broken into about a year ago, adding the end unit where the dispensary will be housed could be the most vulnerable.

"It will be secured from all sides," stressed Sicklick, adding the products will be housed in a six-sided prefabricated vault that is certified by the Drug Enforcement Administration.

In addition, the vault has anti-theft features, and there will be numerous security cameras inside and outside of the building that will be monitored on and off site, according to Begin.

Other businesses at the Skyline Mall include a dry cleaners, catering company, pet salon, pizza restaurant, carpet cleaner, nail salon and tax preparation business.

Sicklick said there will be about 10 employees at the dispensary facility, which will be open from 10 a.m. to 8 p.m. Monday through Saturday.

Four medical cannabis dispensaries are being permitted by the New Hampshire Department of Health and Human Services since the state legislature legalized the use of cannabis for therapeutic purposes.
