Is this natural? a plant with two tops or a seedling with 3 true leaves?

As for me it looks like a unusual genetic case. No reason to worry about.
 
Totally fine. There are a few things that can happen as the sprout is trying to exist the ground that can cause a little auto topping but anyone who has grown enough from seed has seen that many times.

Many people don't believe these are seeds like any other plant and do all kinds of things to get them to sprout other than placing them directly in soil. Some of those things, when done wrong, can cause issues in early sprouting. If you have fresh seed it should just go into the soil for sprouting. I have seen the husk cause issues because it didn't come off at the right time... even staying on long after the sprout has broken through the surface. It doesn't always come off right away to allow the plant to start out just right but that doesn't mean the seed is bad at all.
