Stretched out plant during flowering

I have two plants of the same strain both veged outdoors and grown main line stile and replanted in to bags

Need help figureing out why one is all stretched out. I know it must be heat stress that I have addressed by raising the light but am still unsure if that's all like I said both plants have been removed from soil and popted on
 
If started outside in veg, depending on where you are located. the sun can be much stronger in different places . I see a lot of this when I move plants or clones indoors. Granted my lights are amateur at best. I see it as the light is much weaker than the sun in africa. Not all will do this. I also get new leaves that are much thicker and dark greener indoors than outside.
 
How much watts form the wall light are you feeding or light spectrum might be a tad off but to be honest I switch to a hps early to get some stretch much nicer to harvest.they look great to me
