Suspended Flower Stage

Greetings,
I am new to growing and also to this thread so please forgive me if this question has already been asked. I was given what I was told was ACDC seeds, which I started indoors late January. I also started a few Space Queen seeds a week later.

They all grew like gangbusters and the females began to flower late March. It is now June 20th and the Space Queens are almost done! But the ACDC seem to be in a suspended state of flower. Big beautiful bushy white hairs but nothing more. I am so perplexed as to what to do now. I appreciate any comments or guidance.

I'm still learning about the aspects of outdoor growing, but I believe I have read that if a plant isn't finished flowering by the Solstice, it may reveg until the fall Equinox.
