I don't know if it was covered in the article but I recently read that Nixon started his war on drugs and in particular marijuana because it was used by both his enemies, the hippies leading the antiwar movement and Blacks he didn't like because of the equal rights movement. Not to say he wasn't also an outright racist which he was of course.
