Tinctures & Hi CBD Strains

I am currently growing compasion lime high cbd (8%) . I also have AC/DC (20% cbd) for the next grow .

I am making some tinctures out of my Dinamed CBD..I picked this strain because of the very low THC (lightweight here lol) So since I don't want any high do I have to decarb like most recipe's call for?

What I am not getting is I am heating the glycerin or the coconut oil for many hours with the herb in it so by doing this is not decarbing anyways?
