D.C. leaders say it's time the city moved away from a strategy of targeting low-level drug users for arrest.

Mayor Muriel Bowser and Police Chief Cathy Lanier announced a new strategy Monday. Bowser's office says the police department will focus more of its attention on narcotics suppliers who bring drugs into communities. The initiatve will also include an increased crackdown on businesses that sell synthetic drugs.

The mayor said she wants police and city regulators to have the authority to shut down businesses that sell the dangerous substances.

Earlier this year, the city legalized possession of small amounts of marijuana. Selling the drug and smoking in public remain illegal.
