Water pH question

Hey guys, first time grower. Just joined the community and have a question about water ph levels. My city water ph level is 8.3. I heard that it should be in 6.3 to 7 range, is this true? And if so can i add a tspn of white distilled vinegar to lower ph levels??

For best results I'd suggest reverse osmosis water idk where you are from but where I'm at there is water stations every where for 25c a gallon u can't beat that at all with a ph of 7 and. Ppm of 10 all day start with fresh clean water add your nutes and no worries the ph holds strong due to less unknown elements in the water
