What is wrong with my marijuana plant?

So im not sure what wrong with my plant. I have 6 of them. All planted on 3/11/17. The white spot you see are just organic bug repellant powder, but some of the plant bottom leaves look like they are drying or turning yellow. Wondering why these plant are still so short and small. They're not really growing any taller or bushier. I started growing indoor and transplant it outside on 4/15. I attached a link where the photo of the 6 plant. Please any suggestions or tip would be helpful. Thanks!

Is that a new leopard strain of some sort ? Lol sorry couldn't resist. I've never seen that happen to a plant before. Hopefully someone can help u more then i

Looks over watered to me, what's your drainage like and your watering routine

It looks like it's been sprayed with something that burned the leaves.

Oops I went back and re-read- solved that mystery.

It looks fine. Needs more light. Maybe a little overwatered.

Looks like paint. It's even on the pots.
