When should I put coots soil mix in the ground?

The coots mix doesn't have any ingredients like blood meal or guano that will cause it to heat up.

Average air temperature in my area during the "cooking" stage will be 13°C.

I'm just wondering when I should put the coots soil mix in the ground to begin "cooking" it?

You can plant into it after a week of letting it sit. There's no "cooking" or composting per se but the micro-herd need to get going. Best way for that is some roots in the soil and inoculate the soil with microbes and fungi.

No cooking sounds good to me because I'm running down the clock here. Thanks:)
