That could be from many reasons. The main two reason would be its genetics, each seed and clone will always be a little different. Second reason would be some kind of deficiencies or root damage stump some growth.

How big are the buckets they're in? Seems like they could be rootbound

They are in five gallon buckets. Can I use miracle grow on them? And if so, how often?

I would do a forum search on miracle gro. some people use them and can shed some light on it, but most get nutes geared specifically to cannabis.

Hydro shop, amazon, one of our lovely sponsors, and some of the big box stores. Nutes have 3 numbers on them like 10-20-20 (N-P-K) on the label, you're going to want one where the first number is 0 and the second two are high.
