from what i studied about their prop,a state wide system of give it out dispenceries will be set up, if you live farther out by 25 miles you can grow your own, so head for the hills. skyhighrobert!
 
The 25 mile rule is unconstitutional. Having to buy it ONLY from a dispensary is unconstitutional.

The People of Arizona have spoken that it is lawful for the People of that State to use cannabis as a medicine for certain debilitating medical conditions. That is the core value of the initiative.

Another core value was that of accountability. Both of these values need to be balanced and administered without sacrificing the individual's constitutional rights. If an individual who has his doctor's recommendation does not want to buy his medicine from a dispensary then he has an unalienable right not to. The 25 mile rule can not be enforceable. If it can not be enforceable then it needs to be removed.

Accountability at the dispensary level up to and including the ability to analyze their products is necessary. Non profit organizations do not have constitutional rights. Individuals do. All parts of new laws that originate from a People's Initiative have to meet all constitutional mandates where an individual is involved.

The intent of Prop 203 was to provide a means for individuals with certain debilitating medical conditions to acquire a benefitting medicine. It was meant for ALL individuals both rich and poor. If you can not afford or don't want to afford the $560/oz a dispensary will charge then you, as an individual, have the unalienable right to grow your own. Cultivation is just one of several constitutional issues which needs to be addressed before this People's Initiative get implemented into law.

WHERE ARE THE STANDARDS? The State needs to be more concerned with providing standards for analysis then surveillance of dispensary premises. You will not get the standards from the federal government. Cannabis is schedule 1 and no standards provided without their approval. How will a non profit dispensary or the patient know what his medicine contains and what it does not contain (pesticides, etc.) if standards to analyze from are not available?

It will be interesting watching how all of this unveils. You have constitutional issues and accountability issues that have to be weighed. This is a People's Initiative for the benefit of the People. Will the People prevail or will all of this turn into a new commercial venture at the People's expense?
