Pre-flower during veg cycle

Do plants ever show a couple of pre-flowers during veg? I noticed a couple today on 2 plants. They are clones about 25 days old. I have them outside during the day and under fl's at night for a 24/0 cycle. They look great but I haven't heard of them showing without going to 12/12.

iv read that after a certain amount of time vegging a plant will show preflowers

I usually see pre-flowers in veg when the plant has reached 7 internodes.
