Am i tacking correctly?

I could never get the oil to stick to my moms gums. So what i started to do was cut pieces of plastic from chip bags in rectangular shapes and placed the oil on there. Then wiped the bottom gum dry and stuck the piece of plastic onto the gum with the oil. Usually takes about 30-40 minutes for it to get absorbed. I read the directions and it said about 15mins. Not sure why its taking so long here.

Also, what if instead of placing the oil there and sticking it to the gums you take the 5-10 minutes to rub it in the gum?
