It is possible, but it will be very difficult. Once you take out height for your pot and light you'll be left with approx 25-30cm actual plant space. Lighting choice and airflow will be critical. Look into topping and LST, these methods will enable you to keep a plant short and spread the canopy over as great an area as possible.
CFL bulbs are good for small spaces but they don't put out a huge amount of light. I suspect you could do better with a DIY LED setup but I don't know much about them.
