Worms in Ebb and Flow Water Reservoir. Help!

Hey guys,
I was checking the ppm on my ebb and flow water tank and i noticed many small black worm looking things in the cup of water squirming around. Does anyone know what these are??? Do I need to take my pH DOWN????? Thanks for the input!!

where they mostly on the surface, the bottom or all over? what size?
and yes, pics really are worth a thousand words.

sounds like misquito larve if your in the warmer climates or have an exposed resv ?? What temp of ur water ?
