I started form seed under exact same conditions one Durban Poison and one Sour Jack. Durban has reached time to go to flowering stage while though good color and all around health the SJ is still a very small juvinile looking plant?

You have given virtually no info or pictures except strains. Based on your info basically no advice can be given. Maybe bad genetics? Maybe you damaged a root in transplant? Maybe the two genetics have different preferred environments, one thriving more than the other

What's your conditions? Maybe the other was over watered? Or handled incorrectly some how
