I would like to use this schedule, put out by 420 Magazine. Using the measurements they have, 2 times a week, is that ok? Thanks

I don't think 420 put out that schedule, just someone copied the Manufacturers "recommendations". Maybe someone that has used that specific one can chime in, but most folks start with lighter amounts than the "recommendations" and go from there, as it is easier to add more than it is to take too much away. As what they want/need can vary from strain to strain, same as depends on what medium you are using as to what the schedule is (if soil you water when it is light again, hydro type mediums something else, etc..).
Dwight is correct, manufacturer's recommendations are often halved to prevent overfeeding issues. It is easier to correct a deficiency than deal with an overdose! If you are using a peat or compost potting mix, then the chart is meaningless anyway.
Watering is all about timing, roots need air as much as they need water. Good drainage is essential, as is good ventilation. In order for a plant to be healthy and take up lots of water, it has to transpire (sweat), so you need adequate air extraction. The leaves should be moving gently due to an oscillating fan.
