Temperature in tent issues

Good morning gents (& ladies &LBGT :)
1.2m x1.2m x 2m tent. 600w HPS (currently on 400w) & 125W CFL..
4 x 17 litre buckets hydro/bubbler.
2 x 120w tube heaters.
Rhino filter/fan up top.

Setup is in a garage. Pretty cold at the moment around 8c.

Spent a lot of time getting lights off Temp right as it was dropping sub 15c. But hot that sorted with the tube heaters on thermostats.

Now after reading lots I'm thinking I might be measuring temperature in the wong place. I have 2 digital stats to the left and right sides hanging off the side of the bucket handles on the shade.
After much reading though it seems to be the case I should be measuring near the tops of the plants. Gauges gone thru the roof when I put them there in direct light.
39c in the light top of plants (assume radiant heat)
26c side of buckets in the shade
25c floor level
27c top of tent space

To lower the temp above the plants I need to put a blower directly above the plants.
I'm worried I'm measuring in the wrong places. Hand above plants in the light does not feel to hot on back of hand.
Running lights about 25cm above the plants at the moment which confuses me also as some griwers say run them almost touching the tops and then I find charts saying anything up to 24inch away with a 600w.

Any advise please :). As don't want to cook the babies just yet

that buckets pretty warm most people like to keep the water around 68f
I have mine go up to about 76f ish but I also use hydroguard I don't have any issues

26c is 78fits pretty warm for hydro
