Hurry up and grow lol

If you remove that aluminum foil and paint the inside of that cardboard box with bright flat white paint, lower that light bulb, turn it to a horizontal orientation (CFL bulbs only produce a small fraction of their gross output via their ends - so you're sending most of that one's illumination towards your walls) and make a reflector for it out of an aluminum beverage can, and add more(!) bulbs...

...then they will.

Some perlite in the mix next time around might help with opening up the soil mix a bit....
