Phoenix - In November, Arizonans will decide on whether or not to legalize recreational marijuana.

But the buck does not stop there.

If Proposition 205 passes, a new state agency, the Arizona Department of Marijuana Licenses and Control, would decide on everything - from approving and declining licenses, to how much pot each retail store can produce.

University of Arizona health policy expert Will Humble said the role the new agency plays is crucial. The agency would also regulate medical marijuana, which the Arizona Department of Health Services currently oversees.

"A huge factor in all of this is what kind of decisions does the new agency make," Humble said.

One thing would be definite, however.

If passed, anyone 21 or over can buy their first ounce of marijuana starting in March 2018.

Early voting starts Oct 12.
