Illinois lawmakers have proposed placing marijuana under the same legal restrictions as alcohol, meaning recreational marijuana would be available for legal purchase in the state to anyone over the age of 21, according to an article published in the Chicago Tribune.

The bill, which is co-sponsored by Sen. Heather Steans and Rep. Kelly Cassidy, is not expected to go to a vote until sometime next year. On the motivation for the bill, Cassidy said, "Regulating marijuana and removing the criminal element from marijuana production and sales will make our communities safer."

If passed, Illinois residents would be allowed to grow up to five plants and possess about an ounce of marijuana. According to the article, the bill place a tax of $50 per wholesale ounce, plus the state's standard 6.25 percent sales tax. Out-of-state visitors would be allowed to purchase marijuana under this bill, but would not be permitted to take it across state lines.

Advocates have cited successes from Colorado's marijuana legalization, including the amount of revenue the proposal could generate for the state. According to the article, The Marijuana Policy Project, a national advocacy group, estimates Illinois could generate about $350 million to $700 million in legalized marijuana sales based on the numbers from Colorado.

Those opposed cite an increase in emergency room visits by minors due to marijuana ingestion and the effects it has on developing brains, according to the Tribune.
