Caitlin Neathawk uses her California Medical Marijuana card to pick up her prescription in Nevada. She shops at Las Vegas ReLeaf, a business that is also licensed to make its own edibles.

"We don't have packaging in California. We just have little plastic tubs that they just fill it up and slap a sticker on it," Neathawk said.

Neathawk likes to get her prescription at Las Vegas ReLeaf. Shops like it are already preparing for recreational sales on July 1, but they face many challenges including ensuring their medical marijuana patients can have access to their prescriptions.

"You know exactly what it is, how it got weighed, you have all of the lab information," Neathawk said.

Nevada Gov. Brian Sandoval signed an emergency bill that sets stricter standards for labels and packaging.

Las Vegas ReLeaf General Manager Lissa LaWatsch said they are already making changes.

"You can't see a brownie in a package, it has to be like a covered package, it can't be appealing to children is basically what it says," LaWatsch said.

The shop is also stocking inventory, hoping that they have enough stock until liquor distributors are chosen for distribution on July 1. Liquor distributors will become the middlemen — responsible for picking up products and delivering products to stores.

"There is definitely a concern that we might not be able to provide enough medical cannabis for our patient based on the fact that with the distribution changes happening," LaWatsch said.

Now a week away, the Department Of Taxation has gotten five applications from liquor distributors so far, but none of the applications are complete. They are working to get those candidates up to speed for the July 1 deadline.

Chief of Staff Mike Willden says Gov. Sandoval's main focus is tighter regulations and safety, which could possibly delay the July 1 start date.

"We are committed to the July 1 start date, but first and foremost is tightly regulated," Willden said.
