IA: Brothers Charged In Federal Marijuana Case

A judge on Monday ruled that two brothers accused of conspiring to distribute high-grade marijuana in the Quad-Cities will remain in federal custody pending trial.

Magistrate Judge Stephen B. Jackson Jr. granted prosecutors' request for detention for Emanuel Moore Jr. and Lamaar Moore, citing their lack of a stable home, the nature and circumstances of the charges and the weight of the evidence, according to court records.

Jackson also cited Emanuel Moore's prior criminal history in granting the request for detention during a hearing Monday in U.S. District Court, Davenport.

The brothers are each charged with conspiracy to manufacture and distribute 100 kilograms and more of marijuana.

According to affidavits filed Thursday in support of the criminal complaint:

An investigation began into the Moores and others in 2016.

In January 2017, a confidential source told agents with the U.S. Drug Enforcement Administration that Emanuel Moore kept a handgun under his mattress, under a bathroom sink and in the center console of his vehicle.

He also had surveillance cameras set up around the home and hid money in ziplock bags on his property, the source said.

The source also said that Emanuel Moore kept drugs at his brother's home. The source added that Lamaar Moore sells marijuana and gets it from his brother.

In May, Rock Island police used a confidential source to buy one pound of high-grade marijuana from Moore for $3,500 at a location in Davenport. Lamaar Moore was present during the transaction.

On May 10, agents obtained a search warrant for a storage unit and found three cardboard boxes and a plastic tote that contained several one-pound packages of high-grade marijuana.

Agents also found additional packages of marijuana inside the trunk of a vehicle parked inside the unit.

In all, agents seized 47 pounds of marijuana.

On Thursday, police searched Lamaar Moore's home in the 1200 block of Jersey Ridge Road and found about nine empty one-pound-sized, vacuum-sealed-type bags with marijuana residue. Agents also located about two pounds of high-grade marijuana hanging on a closet door.

Agents also found two digital scales and numerous clear plastic baggies commonly used to weigh and package marijuana for distribution. Lamaar Moore later claimed ownership of the marijuana.

Earlier this month, police spoke with an individual who said Emanuel Moore was getting between 20 and 30 pounds of marijuana a week between January and July and that Lamaar Moore was getting at least five pounds of marijuana every week from his brother, according to the affidavits.

Both Emanuel and Lamaar Moore made their first court appearance on the charge on Thursday, according to court records.
