The Stockton Planning Commission has voted to allow the city's first medical marijuana cultivation site.

An 11,000 square-foot warehouse on Navy Drive was permitted for use as an indoor nursery capable of producing 1,700 pounds of cannabis annually.

Doug Chloupek obtained the permit saying it would generate over $200,000 a year in taxes and discounted any uptick in crime citing a study by UCLA.

"They found no connection between crime and the concentration of medical marijuana shops and their conclusion was that medical marijuana shops in Sacramento are not linked to crime," Chloupek said.

But many business owners in that commercial district near the Port of Stockton like Ben Tavakoli are in opposition.

"Why are you putting it in a populated area? Why can't you put it where there are no people around? You know there is a crime problem come with it."

The vote was 5-2 in favor of the cultivation site, however, the City Council could deny the permit on appeal.
