CA: Final EIR On Cannabis Regulations, Licensing Released For Review

The final environmental impact report on the county’s proposed Cannabis Land Use Ordinance and Licensing Program has been released for public review, and hearings on the document are scheduled to begin in January.

Regulations currently being developed will control medical and recreational cannabis activities and license cultivators and related activities in the industry in the unincorporated areas of the county.

The goal is to “balance the diverse demands for cannabis products with the public health, safety and welfare of the community” through regulations and enforcement procedures, county officials said.

Regulations will specify how, where and how much cannabis can be cultivated, processed, manufactured, tested, distributed and sold in the unincorporated areas, officials said.

The Montecito Planning Commission will conduct the first public hearing on the EIR at 9 a.m. Jan. 3 in the Planning Commission Hearing Room, 123 E. Anapamu St. in Santa Barbara.

That will be followed by the county Planning Commission hearing set for 9 a.m. Jan. 10 in the board hearing room of the Betteravia Government Center at 511 E. Lakeside Parkway in Santa Maria, where commissioners will also receive public testimony from the commission’s hearing room in Santa Barbara.

Members of both commissions will make recommendations to the county Board of Supervisors, which will conduct a public hearing to consider ratifying the EIR at 9 a.m. Feb. 6 in the board hearing room on the fourth floor of the County Administration Building at 105 E. Anapamu St. in Santa Barbara.

Supervisors also will receive remote public testimony from the hearing room in the Betteravia Government Center.
