Want to know if I should switch the time from 18/6 to 12/12 and can anyone tell if this is a female yet.
Is my plant ready for flowering?
Not without a whole lot more information and, hopefully, some pictures.

Can't tell from the picture in your photo gallery what the sex is. And probably to early to tell at 3 weeks. You can flip to 12/12 anytime you want. I go 8-9 week veg on my plants.
I went to the pic' in the gallery but I can't tell how big the pot is, the plant is, or what light you use.
Like Dean said, flip when ever you want, but it looks small to me. Depending on your space, that may be perfect. Again - not enough info given to be able offer much help.
