Do High CBD Strains Equal Anxiety?

I have been looking up some CBD strains (Charlottes Web in particular) and a lot of people said that these strains actually caused them to be more anxious. I thought CBD would counteract the negative effects of THC and there wouldn't be any anxious feelings. Does anyone know why this is?

They were being sold something else under a false name, perhaps. Like everyone in USA smoking "Kush" or in the UK, when everyone called their stash "Cheese"
