Stunted seedlings but look healthy?

Hey all, I've got 2 seedlings that are growing extremely slow. They sprouted a month ago, and are now only 7-8 inches and only have 3-4 nodes. They are steadily growing but way too slow and still no branches.
Also, they are autos, but are yet to show pistils :confused:.

Some info:

Strain: Royal Dwarf Auto from RQS.
PH: ~6.5, I measure it every watering.
Watering: Whenever the first inch of soil is dry, usually 3-4 days.
Nutes: Gave them nutes for the 1st time on the 24th, 1/4 of the recommended dose in 250ml of water each.
NPK: 6-5-5
Light: 300w CFL. Around 3 inches away.
Temp: ~71
Humidity: ~35%
Soil: Universal soil, the pack says it only has a bit of N fertilizer in it. Mixed with 25% perlite.
Soil PH: The original soil PH was 6, but with the waterings it should have raised a bit I think.
Pot size: ~20L

Overall they look mostly healthy beside the odd crinkles of a couple of leaves. Really not sure what's going on here. Thank you for your help.
