Remember, less is better when you're not sure on the nutes. You can stunt your plant by giving it strong nutes when it's not ready as well, but I'm sure you know that. Give it a week and hope for new and faster and better growth

I still think it's stunted, it's over a month old and that small, but perhaps, like you're saying, there's just not enough power coming from the lights. Maybe add more 6500k CFLs

I know you're not going to want to hear it but, I would have not gone with DWC as a beginner. If I was you when you get a chance I would get some soil-less mix, like Pro-Mix. Soil is the easiest way to grow pot. I won't go into details but you definitely need to monitor the PH of your DWC...

That plant is stunted dude... Also, never remove the shell, seedlings are very very fragile that early. when the time is ready it will grow up and remove its own shell Have you been moderating the PH of your water?
