what ever it is there was only 4 or 5 on 7 plants and this one i put in a gar is about to change from larvae state soon

I have these little 1/4 inch worm like things at my buds only seen 4 on 5 plants.... does anyone know what they are and are they bad....there was 2 tiny black with yellow spots ladybug in same places
