It all matters what you mean by Bag seed. Bag seed is mostly refereed to as what comes from imported seeded smash weed. I wouldn't consider a few seeds in a bag of weed as bag seed. Great plants can be found in both.
If you get just a few seeds in a bag. They could be caused by a hermie or bad growing practices. Still it is seeds like this are where Gorilla Glue and a few others have been found. Still want to throw them out?
I don't see anyone taking the time to sterilize there seeds these days. Why spend the money to sterilize what is not supposed to be there. Cost and overhead mean to much to a business to spend money uselessly.
Someone will always be growing bag seed somewhere.
