Canton Zoning Commission Adopts Rules On Growth, Sale Of Medical Marijuana

New regulations on where medical marijuana can be grown, stored and sold in town were approved by the zoning commission when it met on Wednesday tonight.

Canton has now joined a small group of communities that have begun regulating the production and sale of medical marijuana. This is in response to the state's move earlier this year to legalize the use of medical marijuana for people suffering from cancer and some other diseases earlier this year starting on Oct. 1.

According to town staff, Middletown and Torrington have already implemented such zoning rules. The planning and zoning commission in Southington adopted its own regulations on medical marijuana when it met on Tuesday, according to Mary Savage-Dunham, Southington's town planner.

Canton has been working on new zoning regulations on medical marijuana since the summer and Susan Brodeur, the town's land use coordinator, said the zoning commission approved them on Wednesday night. According to minutes of its meeting, the town planning commission endorsed the new regulations when it met on Aug. 6.

The state is limiting the sale of medical marijuana licensed pharmacists. Under the regulations adopted on Wednesday, Canton would further limit sale to pharmacists working in licensed pharmacies in business areas. There is one pharmacy in town and another one is being built.

In a memo to the commission before the meeting, Assistant Town Planner Roland Klee said only 10 locations for growing marijuana will be approved in the state and because of that the likelihood that one would be in Canton is small. But he recommended that the town permit a growing operation just in the town's small industrial areas and only let it be done indoors in a secured facility and the new regulations reflect that.

Much of Canton is zoned to permit agricultural activity and arable land often abuts residential areas. Klee said in his memo that allowing marijuana to be grown outdoors would make it difficult to secure.
