First timer

First time grower here. My plants are small but are flowering. The reason they are small is because I didn't have a ph pen at first and also my grow light was a cheapo. I know they are way behind where they should be. One is critical purple auto and the other is gg auto. The cp is 9 weeks 3 days and GB is 8 weeks and a day. I now have a better light and it has made them start flowering better. I'm just wondering if you guys think they will still be able to grow ripe buds or not. I have a viparspectra 450 watt dimmable and zxmean 1000watt. The zxmean pulls 165 watts and viparspectra pulls 205. I am running them both. Here are some pics.

To answer your question...yes, the plants will grow bigger and better with a stronger light.
