Illinois Treasurer Wants Marijuana Clarity From Trump Administration

Illinois Treasurer Mike Frerichs says he wants more clarity about the Trump administration's views on medical marijuana.

The first-term Democratic treasurer sent a letter to the White House on Monday, raising comments by White House press secretary Sean Spicer that suggested there might be "greater enforcement" of federal drug laws in states where marijuana has been legalized. Illinois' medical marijuana law allows doctors to prescribe the drug to patients with specific medical conditions.

Frerichs wrote that Illinois faces "significant banking challenges" when it comes to processing taxes and fees from the marijuana industry.

"I request your administration provide substantive clarification and guidance on the receipt and remittance of such funds, whether cash, checks, or electronic payments deposited by state governments and medical cannabis firms in a financial institution," Frerichs wrote.

Spicer's comments last month seemed to distinguish between states that have approved medical cannabis laws, like Illinois, and those that have allowed for use of the drug for recreational purposes.

"The president understands the pain and suffering that many people go through who are facing, especially terminal diseases, and the comfort that some of these drugs, including medical marijuana, can bring to them," Spicer said last month.

"Recreational marijuana, that's a very, very different subject," Spicer said.

Illinois lawmakers approved its medical cannabis program in 2013, and dispensaries started selling in 2015. The state law is a pilot program that expires in 2020 after Gov. Bruce Rauner agreed to extend its life after a slow start.
