When voters approved the Compassionate Use Act of 1996, it was with the understanding that the state would provide a safe and organized system for cancer patients and other ill people to obtain medically prescribed marijuana. That hasn't happened.

A decade after Proposition 215 passed, medical marijuana is being dispensed in about 200 sometimes seedy cannabis clubs that operate in the shadows, with little regulation or order.

Californians acted with compassion when they voted for this law, not wanting to deny relief to seriously sick patients. But no one wanted to
become what one attorney referred to as the ''Wild, Wild West."

The state must step in to regulate the dispensing of medical marijuana. And the businesses themselves would be wise to comply — for their sake and the sake of their customers.
