Looking for top quality seeds or clones!

First time grower here since Dec. And when I first started off I was doin good with the seeds but my last 2 batches have been duds, not sprouting in the paper towel and no signs of life when I plant em and now I'm guessing they were just bad seeds so if there's "TOP" Quality sites out there with what I'm looking for I'd love some insight
