Plant Looks Sick: 1st Time Grow

Hi fam, 1st time I have attempted to grow and don't have a mentor so hoping your experience can help me.

I am attempting to grow 2 plants as follows:
1st plant is 28 days old from seed
Geist OG (mostly sativa) Photoperiod regular seed
2x 4 x 6' grow tent but only using 2x2 with a separator in the middle to maximize my smallish light.
55w autocob (supposed to replace a 150w HPS), 4 23w CFL bulbs
Light is about 18" above the older plant.
FFOF soil (added about 25% perlite)
1 small fan blowing next to the 2 plants enough to get a very light sway in the plants.
Using collected rain water and watering by feeling the weight of the pot. I ordered a pH pen that took longer to get to me than I would like then was broken when it arrived. Now replacing that but shipping will keep it away for another 2 weeks and I cant find any for sale in my town. I read rainwater was the best alternative so I went with that for now.
I have used Lotus Nutrients 'Grow' formula at 1/2 strength on the older plant only twice starting at day 18 and then day 25.
TEMP in the tent is between 78 and 85 during the 18 hours of light on and 70-75 with light off.
HUMIDITY for the first 14 days of the older plant was low, about 35-40%, and then I got my tent and it went up to the 45% range. On Monday (2 days ago) I went and purchase a small humidifier at Target and that has brought the humidity up to between 60-70% steadily.

2nd plant is 14 days old Durban Cookies. Satiiva dominant. Photo reg. Details are the same as the 1st plant. Have given no nutrients yet. 18/6 lights. Water every 2-3 days if the solo cup is light.

Up until 2 days ago both plants seemed to be doing well. Leaves looked strong and I was pretty happy with their progress. 2 days ago I noticed a couple gnats in the tent and put about 1/2 inch layer of perlite on top of the soil in each planter as I didnt have any sand. I also hung 3 sticky papers from the ceiling in the tent to try and get the gnats that were already there. The same day I added a small humidifier from Target that brought the humidity up from 45% to between 60-70% which is where I want it during veg if I read correctly.

Yesterday I woke up to a bihher plant that was droopy and leaves dark green along with some odd leaf behavior (tips curling down on the bottom sets, some canoe-ing at the top). I kept an eye on it all day and hoped that it was overwatering and that letting it dry out completely for a few days would help get rid of the gnats and let the roots breathe a bit more.

This morning it looks the same as yesterday for the bigger plant but now the smaller plant is also seeing the leaves curl down as well.

I will attach pics of both plants from this morning to see if this is anything that I can take steps to correct. Thanks for anyone's time. I have tried to research this before asking the questions. I come up with possible nitrogen overload or too much water but I am not sure. The introduction of the humidifier and hanging fly paper coincides with the start of the issue. Also, I can use distilled or Brita filtered tap water instead of rain water but not knowing pH is killing me. Sorry for the rambling.
