Wisconsin's newest member of Congress is among the 28 co-sponsors of a bill that would remove federal restrictions on the cultivation of industrial hemp, the non-drug oilseed and fiber varieties of Cannabis.
Rep. Mark Pocan of Madison, who was elected last year to replace Tammy Baldwin's seat, is supporting the Industrial Hemp Farming Act of 2013, which was authored by Reps. Thomas Massie of Kentucky and Kurt Schrader from Oregon.
Supporters say this is the fifth time a bill has been introduced in the House in support of industrial hemp farming since the federal government outlawed it in this country forty-three years ago. If passed, the measure would remove federal restrictions on the cultivation of industrial hemp by defining it as distinct from "marihuana" and allowing its farming and processing in accordance with state law.
Currently, 31 states have introduced pro-hemp legislation and nineteen have passed similar laws. Another eight states have defined industrial hemp as distinct and removed barriers to its production.
