Are you asking about a canna-infused oil or a concentrated cannabis oil? If it's the first, here's how I make my canna-infused oil. If it's the latter, I've never made it but here's a good thread to get you started.

If you're buying it from a dispensary, here's an article with some good information. If you need help with anything else, please ask.

For quality parameters of a CBD oil, you can look for THC percentage. Make sure it meets your needs, and there should be no additives.
