Just about 80 miles from Kankakee, where Cresco Labs will grow medical marijuana, a new pot business is sprouting.

A store that will sell medical marijuana on Ottawa's North Side could start renovations this spring. However, it is unclear when sales of the product will actually begin.

"The biggest unknown is when cultivation centers will have product to sell to dispensaries," said Teddy Scott, CEO of PharmaCann, an Oak Park company that will own the dispensary.

Cresco Labs has applied for construction permits for its planned cultivation center in south Kankakee and once construction begins, the first crop could be ready for harvest within 12 months, a Cresco official said.

The Chicago-based company said construction should take six months, and the marijuana would take another six months to grow before being harvested.

Scott said the soonest he could see a cultivation center beginning production is June 1.

Harvesting of marijuana takes about four months, he added, so the earliest a cultivation center would begin selling to dispensaries is October.

PharmaCann's renovations will include installation of extensive security systems.

"Opening a dispensary is close to trivial especially compared to a cultivation center," Scott said.

Agriculture Department Spokesperson Lyndsey Walters confirmed permits have not been issued yet.

"Cultivation centers must start production within six months of the permit being issued," she wrote in an email. "They do not have to be ready to sell at that point. Many will start the growing process at that point, although some may start in advance of this."

There will be one marijuana cultivation center in each Illinois State Police District. For District 17, which includes La Salle, Bureau and Putnam counties, a cultivation center in Oglesby is expected to receive the permit.

GTI Clinic Holding LLC will operate the center. Rebecca Rausch, who represents the company, said they are not doing interviews with the media but will in the future.

Oglesby Mayor Don Finley said the company expects to begin construction as soon as possible but that weather may cause some delays.

"The plan is to break ground as soon as they possibly can," he said. "They do plan to get started soon."

When it's up and running the cultivation center is expected to bring 70 to 100 jobs to Oglesby, Finley said.

The Ottawa dispensary will start out with a five-person work force, Scott said.
