I would say that it may be a mix of maybe a little PH off, but really those lowers are not getting the greatest of light and throughout the growing process you'll want to de-leaf yellower's, especially lowers, cleaning up your lowers branches will only add vigour to the top to produce.

If it starts to go out of control, then check the PH of your soil. AND first rule of soil, first sign of trouble flush it really well to stop or slowdon whatever is happening. Looks like a little nute burn, did you spill nutes on the plant while watering? Other than that the plant looks great for a first timer, it is getting a little "cousin it" on you :) ~Rare420

I would also suggest at three weeks that you do a nice bit of de-leafing of all those large fan leaves. You can read re: de-leafing in my blog post "Stripping the Ladies - Defoliation"
