Clones - curling brown/yellow edges, need a plan - a good one :)

Problem: My leaves are turning brown/yellow along the edges. The new growth is curling up (see photos). When the discoloration began we sprayed the affected plants with a fungicide. Its active ingredient is (quoting the package) "Clarlified Hydrophobic Extract of Neem Oil" So about 10% of the crop has been affected. We would appreciate your thoughts on what our problem is and what we might do to contain it and/or cure it. Thanks.
