When starting from seed is it best to start in a smaller pot than 1 gallon? I was thinking 1 liter air pots. I have seen others post about starting containers.
It's perfectly fine to start in one gallon pots. While it's perfectly fine to start in plugs, then go a gallon, then up to 7+ gallons, there are no ill effects if you start the seeds in 1 gallon pots. I don't care if they're air pots or not. I don't use air pots myself, but I have no problem with them.

When you say to do a 1/4 strength transplant for seeds does that also include the 2.5 mils of Tea? According to the Drench instructions says Tea with no exceptions.
Yes, it includes the Tea. "No Exceptions" All drenches are served with Tea.

Also, I haven't seen a lot of discussion about the seedling stage. Do we just use water if everything is fine for the first few waterings? I saw in previous instructions that is how it is to be done.
When you plant the seed, you have Roots! in the hole, which contains fertilizer, myko, rock powders, biochar....all kinds of good stuff. Plain water with 1/4 strength Transplant drench (yes with Tea) is just fine until they get five set of leaves.

Lastly, if there are special instructions for seedlings do we start normally in say 2 weeks and then go to Veg instructions?
See above. Just remember that the tap root is already 4 or more inches long by the time the cotyledon emerges. You've got roots before you have leaves. Veg is all about growing roots. Don't get distracted with the leaves, they'll take care of themselves. Usually, the seedling is watered once which is enough for a week's growth.

Wait for it to dry out, then soak it, wait for it to dry out, etc. You'll be rootbound before the plant is 6 inches tall, which is exactly what you want! Then, you'll grow a stout, thick-stemmed, high calyx/leaf ratio plant. That means high yield and easy management.
