First Grow Need Advice

Hey. this is my first grow i have 3 seedlings in 3.8l pots under 2x t5 1x t8 and 2x cfls 6500k, im using a organic soil which has blood and bone in it, my problem is they have not changed since day 5 and they are now at day 15 they have there first set of true leaves and small set of second true leaves . any advice is appreciated. i will post pics in about 10 mins just waiting for phone to charge thanks
