The State of a Legal State?

Lemme see how to put this. KISS at all times right.

Voters passed Measure 91 legalizing recreational cannabis.
Oregon's guberment couldn't stand the thought so immediately started dickin' 'round with the peoples will.

Familiar story.

Anyhoo, the measure as passed made allowance for any city or county to prohibit any or all "Licensed Recreational Marijuana producers, processors, wholesalers, and/or retailers". All ya need do is put to a vote in yer city or county.

Right.

Entity called League of Cities or Counties or sum such silliness didn't wanna play on a level field. Made a huge stink about the will of liberal population centers forcing the small-minded population centers to endure hippy-ness!

Soooo..... convoluted story shortened, the measure was enacted with, along with several others, this twist. See if I can get this right now.

If Measure 91 received 55% or more of the vote in a city or county and if the powers that shouldn't be want to prohibit any aspect of recreational cannabis, other than use or possession, they must put that desire to a public vote.
But
If Measure 91 received less then 55% of the vote in a city or county then the powers that shouldn't be are allowed to prohibit any aspect, other than use or possession, with out putting that decision to a public vote.

Bugger all.
